AllMusic Review by

Mastercuts' three-volume Classic Rare Groove series provides a sampling of the early-'90s U.K.-based phenomenon curated by Norman Jay, the DJ behind London's pirate radio station Kiss FM. The term "rare groove," as defined by Jay through his play lists, encompasses late-'70s and early-'80s dance musics that take in disco, R&B, jazz, funk, and all hybrids of those genres. While each volume has some true treasures, not everything can be expected to be earth-shattering. The second volume features Universal Robot Band's "Barely Breaking Even," Brooklyn Express' version of "Girl You Need a Change of Mind," the Headhunters' "God Made Me Funky," Carl Davis & Chi Sound Orchestra's "Windy City Theme," and Light of the World's "No. 1 Girl."
