You can't fault Billy Bowman for being earnest; he's obviously a nice, well-meaning guy, he's honest, and he's probably a good, loyal boyfriend, too. But his debut is nothing more than modern rock schlock -- as overemotional as the Goo Goo Dolls, only without the hooks. The closest Bowman comes to rocking is on "Tear My Heart Right Out," which begins with a faux-Hendrix riff and is weighed down by all sorts of high-school poet abstractions. Believe is rock music for Barbara Streisand fans -- mushy, safe, and pedestrian.
