Although multi-instrumentalist Moreno plays violin, mandolin, guitar, and bajo sexto, he is most known for playing fiddle in the conjunto style prevalent along the Texas-Mexico border. A musician since his pre-teens, he made his first recordings in the 1970s under the name Los Patrulleros Del Norte, with vocalist/mandolinist Herminia. In the 1980s and 1990s he recorded for several small labels, including RyN, Triple E, and an instrumental accordion set Santiago Jimenez Jr.'s Chief imprint. His 1999 Arhoolie release, El Fidelero Del Valle, differs from many contemporary conjunto recordings in its emphasis upon the fiddle and mandolin, and the near-absence of the accordion. Starting in the mid-1990s, Moreno worked as a violin, accordion, guitar, and mandolin instructor at the Narciso Martinez Cultural Arts Center in San Benito, Texas.
