The sprawling 55-track double-CD Report Card is something of a return to R. Stevie Moore's dizzyingly eclectic early-'80s period. Seemingly every style of popular music goes through Moore's mill here, from jazz-tinged instrumentals to an audio vérité snippet called "Holy Shit," recorded near the site of the World Trade Center collapse on the morning of September 11, 2001. Along the way, Report Card moves through surprisingly credible rap ("You Must Be Out of My Mind"), dreamy psychedelic pop ("Stories Don't Coincide," "R. Stevie's Brain"), country-tinged Dylan-esque rambles ("Why Am I Here?"), and a ton of typical side trips, including several songs recorded with outsider music hero Shooby "The Human Horn" Taylor, station promos for Moore's longtime spiritual home WFMU, and a small handful of covers, including a terrific recasting of "Whiter Shade of Pale" as a bouncy little country tune. The centerpiece actually harks back to Moore's high-school years, in two interrelated ways: in the tradition of early tapes like Grease (recorded with a band of high-school buddies in Nashville in the late '60s), Report Card features a long scripted comedy piece that parodies the Behind the Music series and stars those selfsame buddies, rehearsing for a comeback gig at their 30-year high-school reunion. Perhaps that adventure had a liberating effect on R. Stevie Moore, because Report Card is one of his most experimental and wide-ranging efforts in years.
